This work covers the international negotiations on the climate and how they evolve. The author suggests taking the current changes as coming from “climate globalisation” and “cooling of the world”. After taking a look at the history of global climate governance, he continues by studying the Paris Agreement signed in 2016 following COP 21. This agreement is based on mobilising all aspects of the global civil society, nurturing the phenomenon of world cooling and contributing to its recent acceleration. The author bases his arguments on two examples strongly affected by the upsurge of the climate question: energy policies and soil science research.
